The Institution Building and Capacity Building (IBCB) focused on expanding NRLM footprint and strengthening Self Help Groups (SHGs) and their federations Village Organisation and Cluster Level Federations and on developing social capital as community resource persons and community professionals. .
Village Organisations (VOs) and their sub-committees played a very significant role in deepening of the programme. The continuous discussion with State Missions in identifying the left-out households, strategizing and giving space to the community, framing new and required norms etc., helped the programme in reach out to the vulnerable communities and provide Vulnerability Reduction Fund (VRF). This drive also helped VOs to emerge as a platform to address social issues of their members.
Cluster Level Federation (CLF) emerged as custodian of Community Investment Fund (CIF) and contributed in strengthening of livelihoods of the SHG members through financing SHGs Micro Credit Plan (MCP)/Micro Investment Plan (MIP). CLFs took the initiatives to address financial and social issues and emerged as a platform for convergence with line departments.
