Monitoring and 

Evaluation

Monitoring, Evaluation and Learning (MEL) helps in informed decision-making, offering insights, and assessing the efficacy of strategies aimed at uplifting women in Self-Help Groups (SHGs) to the status of ‘Lakhpati Didis. Following Monitoring, Evaluation and Learning practices are being instituted.

A steering committee under the chairmanship of Secretary, Ministry of Rural Development has been constituted, which deliberates on the issues and advises for necessary action relating to policy, scheme convergence both intra and inter departmental, partnerships, new ideas, innovation etc. It also reviews the progress of the initiative on regular intervals. Similar committees at the State, District and Block level are being constituted.

At the Community Organization level, Livelihood Sub Committee at Cluster Level Federation and Village Organization are made functional. These committees play a pivotal role in planning, facilitation in implementation and monitoring of the livelihood activities of the members. It also facilitates entitlement access, linkages with stakeholders for creation of livelihood assets, financing, market access, partnership with private players etc.

Periodic reviews on the overall progress of the initiative as per the Key Performance Indicators, thematic interventions (Farm, Non-Farm, Financial Inclusion, Institutions building and capacity building etc) and its progress are put in place. A MIS and Dashboard has been designed to keep track of the progress under the Lakhpati Didi initiative.

Field visit to Project sites and interaction with SHG Didis gives a first-hand experience of the intervention, contextual insight, real time feedback from community and stakeholders. Exposure visits both Intra and inter districts, States are organised regularly. This gives first-hand experience on various livelihood interventions taken up by Lakhpati Didis and community institutions.

Peer learning involves individuals learning from and with their peers through various methods that encourage collaboration, knowledge exchange and skill development. Field visits, exposure visits, regular learning and exchange programmes among the community members, staff etc are being organized at inter state/ inter district/ inter block level.

The States are expected to conduct a regular evaluation through third parties. A similar strategy will also be adopted through a smaller sample process by the national unit.
